Rev Dr Barbara Duncan

In 1972 Reverend Barbara (Duncan) Jackson became a member of Liberty Baptist Church (by Christian experience and baptism). In June 1993 she was called into the gospel ministry and tutored under the late Rev. Richard M. Rice, laboring as: Church Administrator, Sunday School Instructor, Vacation Bible School Director, Bible Study Instructor and Women’s Coordinator. She is a graduate of Hart Jr. High, Ballou and Cardoza Senior High Schools (Wash. DC)


She remains the first female preacher to be “licensed and ordained to preach the gospel” in the 150 year old history of Liberty Baptist Church.

She is an instrumental preacher, revivalist, leader, conference facilitator and a warrior in intercessory prayer and spiritual warfare; yet she is a gentle, loving and compassionate giant spirit in the Kingdom of God.

Rev Dr ISAAC A FOX

Rev. Dr. Isaac A. Fox was born to the late Susie and Ned Will Fox in Nashville, North Carolina where he received his elementary and high school education. He received his Bachelor of Science degree in Chemistry from Shaw University, Raleigh, North Carolina. He did further study in chemistry and was a candidate for the Master of Science in Science teaching (MSST©) from American University in Washington, D.C.


In addition, Rev. Fox received a Master of Science (MS) in Information Science from the University of the District of Columbia and a Master of Divinity (M.Div.) from Howard University School of Divinity, where he received the Bishop Wilfred Hood Award.


He did further study in the Doctor of Ministry Program at the University of Virginia at Lynchburg in Lynchburg, Virginia, and the Trinity College of the Bible and Theological Seminary in Newburgh IN. He competed all the requirements for the Doctor of Ministry (D. Min.) and was awarded this degree in 2011 from the Esoteric Theological Seminary (ETS). He wrote his dissertation on “Fundamentalism and its effect on Christian Ethics”. 


Under the Pastorate of the late Rev. Dr. John R. Wheeler, Rev. Fox served as a Deacon and General Superintendent of Sunday School at Vermont Avenue Baptist Church for seventeen years. He preached his initial sermon and was licensed, on January 31, 1995, and then ordained on August 16, 1997. Upon ordination, Rev. Fox served as Assistant to the Pastor for Sick Visitation and Pastoral Care for ten years. Rev Fox continued to serve under Rev Cornelius R. Wheeler until he retired due to health concerns, at which time he was voted in as Interim Pastor. He served in that capacity from July 31, 2016 to  April 30, 2018 when a new Pastor was selected.


Rev. Fox, a Korean Veteran, is a Paid Up For Life (PUFL) member of the George S. Patton, Jr. Tank Corps, Post #19 of the American Legion, Washington, D.C., Kappa Alpha Psi Fraternity, Inc, and the Missionary Baptist Ministers Conference of Washington D.C. and Vicinity. 

Rev. Fox is married to the former Miss Jessie M. Bullock. They have been blessed with two daughters, Angela (Clayton) and Natalie (Allan) and four grandchildren Christopher, Cynthia, and Curtis Wheeler and Allan Holtz Jr. His centering passage of Scripture is Micah 6:8: “He has shown you O man, what is good; and what does the Lord require of you but to do justly to love mercy, and to walk humbly with your God.”


Rev. Fox’s passion is music, studying Scripture and ministering to the elderly and those who are lonely sick, and hurting. 

NATALIE FOX HOLTZ

Natalie Fox Holtz is a native Washingtonian, the devoted wife of Allan Holtz, Sr and proud mother of Allan Jr.


She is a graduate of George Washington University (BA) and Strayer University (MS).

REV SHAUN JOHNSON

Rev. Shaun L. Johnson is a native of Reidsville, NC and has lived in the District of Columbia. Rev. Johnson accepted the call to ministry in 1986 and began preaching at the age of 19.


He has served in various ministry capacities (assistant pastor, director of music & arts, director of college ministry, etc.) and is currently serves as associate minister at Calvary Apostolic Community Church in Fredericksburg, VA.


Rev. Johnson is a licensed foster parent and holds a bachelor’s degree in English from the University of North Carolina - Greensboro

EVANGELIST SHEENA MOTON

MINISTER SHEENA MOTON, CEO/Founder of New Birth and Breathe Kingdom Services whose primary focus is to serve women in ministry; to help birth out their God-given destinies. She is also an Evangelist who loves to share the good news of Jesus Christ with everyone she comes in contact with. She is an OVERCOMER- by the blood of Jesus and by the word of her testimony (Rev. 12:11). She is blessed to be a daughter of the King, His warrior princess, here on earth as it is in heaven. God has blessed her with ministries such as My WHOLE SELF Matters (helping women who have experienced trauma, abuse, and/or health challenges) and #RefreshHER (supporting new or seasoned women in ministry and servant leadership roles) to be refreshed in HIM. Through both ministries, God has allowed her to disciple, love on, and encourage others. Standing on Jeremiah 17:14 (ESV) and Matthew 11:28-30 (TPT)


Sheena is a graduate of Victory Bible College (VBC) in Suitland, MD, receiving her Bachelor of Arts Degree in Religious Studies in 2024. “The Fearless Ones”. She leads with God’s heart at Victory Christian Ministries International in the Children’s and Fisher’s of Men Ministries as an administrative coordinator; on the prayer ministry as an intercessory prayer leader, and was newly selected to serve as Deacon & Minister. Sheena is committed with love to serving for the glory of God.


With over 20 years of experience, Sheena serves as a skilled workforce and family development specialist. She passionately works with homeless families under the District of Columbia's Family Re-housing and Stabilization Program and works with domestic violence organizations. Sheena proudly serves as a Liaison for Health & Human Services in the District of Columbia.


Sheena adores her family. She is committed to the ministry of marriage with her husband of over 20 years-Ramon Moton and is a mother of 5 daunting boys residing in the DMV area. They worship under the amazing leadership of Apostles Tony & Cynthia Brazelton; Victory Christian Ministries International “One church in many locations” www.vcmi.org .

BROTHER SHAWN RUFFING

Shawn Ruffing was born on February 12, 1978 in Washington, D.C. to the late Elder Dr. Geraldine J. & Ellis E. Ruffing. He is the brother of Miesha Jones. He graduated from District of Columbia Public Schools (DCPS) and went on to further his education at Southeastern University majoring in Business Administration Management and currently at Walden University majoring in Education. Shawn join Vermont Avenue Baptist Church on June 3, 2001 under the pastorate of the late Reverend Dr. John Rayford Wheeler and took the right hand of fellowship on June 10, 2001. Shawn has been a member of VABC for twenty - three years (23) by serving in several capacities of the church which includes the Music Ministry, Prayer Meeting, and the most recent of becoming a Sunday School Teacher.


Shawn’s hobbies include planning programs and events, doing community service with non-profit organizations, traveling, singing, shopping, and encouraging people with prayer and reading scriptures to build their faith.


His favorite scripture for the body of Christ is the Book of Isaiah 53:1 which states, “Who hath believed our report? and to whom is the arm of the Lord revealed?”

Reverend Brian Watson was born on December 17, 1961, in Washington, DC to Mr. Bill B. Brown and Ms. Miriam L. Watson. He attended DC Public Schools. After getting his G.E.D. he attended Maple Springs Bible College, Washington Bible College and then to Washington Baptist Seminary where he plans to continue his education.


On August 10, 2009, Rev. Watson was elected pastor of the Riggs Park Baptist Church in Washington, DC following the Late Rev. Dr. William L. Wheeler, who served faithfully for 46 years.

His is the husband to Mrs. Renee Maria Watson, the proud father of Lakia and Brinilla and a grandfather of five.

Rev. Brian Watson wants you to know that he is a born-again believer and preacher of Jesus Christ.

Sister Cynthia Wheeler, a native Washingtonian and proud fourth-generation member of Vermont Avenue Baptist Church, has been nurtured in faith and service from an early age. Raised by her loving parents, Deacon Clayton (deceased) and Rev. Angela Fox Wheeler, Cynthia has actively participated in numerous ministries, including the Music Ministry, Usher Board, Sunday School, Youth Missionary, and Communications Ministry.  


A graduate of School Without Walls High School (2012), Cynthia earned her B.A. in Religious Studies with honors from the University of North Carolina at Greensboro, where she also led Divine Harmony Gospel Ensemble and was initiated into the Nu Rho chapter of Alpha Kappa Alpha Sorority, Inc. She furthered her theological education at the Howard University School of Divinity, earning an M.A. in Religious Studies with a concentration in Ethics and Social Justice in 2021.  


Her dedication was recognized through her role as a Graduate Assistant in the Andrew Rankin Memorial Chapel, where she later served in Worship Planning, Wellness programming, and student advising. As she prayerfully discerns her next steps in ministry, Cynthia continues to hold close the songs of Zion and the unwavering faith that has guided her journey.

REV DR ANGELA FOX WHEELER

Rev. Dr. Angela Fox Wheeler was born and raised in Washington, DC, by her devoted parents, Rev. Dr. Isaac Fox and Deaconess Jessie Fox. From her union with Clayton Rayford Wheeler, she became the proud mother of three children: Christopher, Cynthia, and Curtis Wheeler. Angela has dedicated her life to both family and ministry, weaving her faith into every aspect of her journey.


A long-time and active member of Vermont Avenue Baptist Church, Angela has faithfully served in many roles, including high school Sunday school teacher, children’s choir co-director, choir member, and musician each reflecting her deep commitment to faith, service, and community.


Following a successful career spanning 15 years in the private sector and 25 years in the Federal Government, Angela retired in December 2018 to fully devote herself to ministry. She founded Anna’s Place Mission, a non-profit dedicated to addressing the physical and spiritual needs of marginalized communities by offering food, clothing, compassion, and love. Her outreach grew to include online worship services and devotional programs, continuing to uplift and inspire, particularly through Micah 6:8 Ministries.


Angela was ordained in December 2013 by the Esoteric Interfaith Church and earned her Doctor of Ministry degree from the Esoteric Interfaith Theological Seminary in 2024. Her ministry reflects a passion for interfaith spirituality and a belief that Christ’s message transcends boundaries, inviting all seekers of truth into a more inclusive understanding of faith.


An accomplished author, Angela has published several books, including The Way, The Truth, and The Life, available on her website (RevAnna992), Amazon.com, Lulu.com, and Mixam.com. Through her writing, she encourages readers to explore and deepen their spiritual walk with openness, compassion, and courage.
